Bachelor of Engineering/Bachelor of Technology or equivalent Engineering degree in any
of the following disciplines from a recognized engineering college/university:

Telecommunication,
Electronics,
Radio,
Computer,
Electrical.
Information Technology

Age: The applicant for JTOs(Telecom), JTOs(Civil) and JTOs(Electrical) should not be more than 30 years of age

The applicant should be between 18 to 27 years of age
Three Years Engineering Diploma or 4 year degree in

Electrical Engineering
Radio Engineering
Computer Engineering
Instruments Technology

M.Sc. (Electronics) from a recognized institution / University.

So it mean that you are not eligible for both exam
