If you haven't received your admit card go and complain about it to the college administration, speak to them if there is any alternative or not. Without admit card you will not be allowed to sit for the examination.

The college/administration certainly has provision for issuing duplicate admit card under special circumstances and recommendation.

You can also directly speak to the university registrar or the principal of the college from where you are about to appear for the exam. Also mark a letter to the examination controller. Bring the issue into their ear, they will sort out the issue and find a solution for you to appear in the examination
