As I have go through the advertisement of Indian forest service examination and there they have only mentioned that a candidate should be physically fit. So as per the advertisement there is no problem for you if you are having a short height.
Mostly I have found in most of the govt. examination the minimum acceptable height is 155cm and above. So if you are above 155 cm then there is no need to worry about the height requirement for the IFS examination.
The other eligibility criteria required for the IFS examination is given below:

Education Qualification
For the Indian forest service examination which is conducted by the UPSC every year a candidate should be graduate in any discipline from the recognized university.
Those appeared in the final year examination are also eligible to apply for the Indian forest service examination.

Age Limit
For the Indian forest service examination a candidate age should be between 21 to 30 years.
Relaxation in age is given to reserved category students as per the govt. norms.

UPSC has not fix any specific criteria for the physical standard for IFS.
There is no factor for physical fitness
But most of the UPSC exams wants their candidate to be physically fit.
They also have to fit in the sence of mentally.
