As a special provision is given to J&K state aspirants of overall 15% India quota. Which make a good chances for get admitted in government college outside your state.

It is not clear whether there is any quota for wards of Kashmiri Migrants in PG courses of Medical Stream ,examination for which is conducted through NEET. If so please let me know about such States/Medical Colleges.
