You need to first of all check for notifications of any PSC exams be conducted soon. In these notifications you will be provided instructions on how to apply. Before applying make sure that you are eligible for it. You must start preparing for the exam. The time available between a notification and the exam is generally less.

The eligibility for UP PCS(Provincial Civil Service) is as follows-
1) Minimum age of 21 years.
2)Graduation from any stream or subjects from recognised University.
So after graduation with minimum age of 21 years on is eligible for PCS .

PCS stands for Provisional Civil Service which is conducted by states for various posts of officials in various department such as SDM,DSP etc.
The eligibility is Graduation in any stream and attain 21 years of age.

Yes anyone can surely apply for PCS exam after only Graduation, because the eligibility creteria is just graduation in any stream from any approved University.
