What should be the GRE and IELTS cut-off for studying Master's in USA?

I have 35 arrears in B.Tech Computer Science Engineering. I have 5.9 CGPA. I completed my B.Tech in 4 years. If I got 305 in GRE and 6.5 in IELTS then can I get USA visa for doing Master? My 10th and Intermediate we're good with 9.5 CGPA and 92% respectively.
