I completed my 12th board exam from Commerce stream. Can I be a Child Psychiatrist or there is only one chance of being a Psychologist? If being from Commerce background I'm not eligible then what should I do?

No, you are not eligible to become Psychiatrist with commerce stream in 10+2.

The required qualification to become psychiatrist in future is that candidate must have passed 12th in Physics, Chemistry, and Biology as main paper which is not in your case.

So, you are not eligible for admission in the medical course.

To become Psychiatrist you have to pursue medical courses and the required eligibility to get admission in the course is that candidate must have passed 12th from Physics, Chemistry and Biology as main paper.
