No, you are not eligible for IBPS PO exam.

IBPS stand for the Institute of Banking Personnel Selections. IBPS examination is conducted for the recruitment in the different public sectors banks. To appear in IBPS you need following criteria,

Eligibility criteria for IBPS PO exam:-

1) Candidate should have a graduate degree in any discipline from a recognized university. Doesn't require any kind of percentage marks in graduation degree.
2) Candidates age should be in between 21 to 30 years.

NO, you are not eligible to apply for IBPS PO examination as you have failed in B.Com degree.
Graduation or equivalent examination pass from recognised institution is the educational qualification required to apply for this exam.
Age limit to apply for this exam is 21-30 years for General category candidates and the age relaxations are as per government regulations.
The selection procedure of IBPS PO examination is
-> preliminary test
-> main exam
-> personal interview.
And the written test is conducted in 5 sections and are :
-> English language
-> Computer awareness
-> Quantitative aptitude
-> Reasoning ability
-> General knowledge with special reference to banking industry and current affairs.
