There is no cutoff rank as such since it changes according to the applicants performance. In order to be eligible for IOCL you need to clear the cutoff of GATE which varies every year depending on the level of question papers and relative performances of the students. On receiving applications, the relative performances of the applicants are evaluated and then students are shortlisted for the interview round. Finally for final selection, the scores in the GATE and the interview round is taken into account.
