No,it's not possible for diploma holders to change your college to another college ,you need to complete your Diploma course from the same college.

In order to change the college you should talk to officials of both the colleges as there are different rules and procedure. You can write a application letter to your head of instituition if he/she agree then your request will be transfer to other college. If seat is vacant then they will send confirmation letter.
