What should be the overtime rate of an upper division clerk if she is working for 11 hours a day?

overtime rate in India means you should not be working more than 9 hours a day & 48 hours in a week. Since you are working for more than 11 hours, you do not need to work for such a long time. You will not be getting any financial benefit from your organization if it is government holding. If it is private then you may get.
