ISRO does not provide regular Science graduation courses.
It is a Govt Space research organization not a college. You can get a job in ISRO after graduation or post graduation but ISRO will not teach you B.Sc Physics.
Ofcourse there are some training courses available by ISRO at its training centre in Dehradun and some training programmes partnered with United Nations for students and researchers but no such course of B.Sc Physics or M.Sc is done there.

No, there are no UG courses offered by the ISRO.

If you really want to join an organization like ISRO then, Yes, being an engineer you can join the aerospace programs conducted by the NASA and ISRO.
NASA and ISRO recruit the final year appearing or Engineering Passout candidates as the officers of their aerospace programs.

You have to write the entrance examination conducted separately by them in the month of May-June every year and if you fulfill the qualification, you can join the programs.
