I have done 6th in Bombay 1991. After that my empty stomach forced me to do work in hotel. Now I came back to my native Mangalore. Now I want to do bcom graduation in Karnataka. Can I do by distance education . can I do within one year or as early as possible. Bcoz I want to go Dubai for earn money to look after my mother

If you have 12th standard qualification then you are eligible for B.Com admission in any open university like IGNOU. If you don't have 12th qualification then you can opt for NIOS which will allow you to study from home.

Also, note that Graduation can't be done in 1 year and you have to devote 3 years time to complete the studies minimum. Therefore, you can act according to your qualification now.
