I have failed in my first year of PG course then I dropped a year of my studies.
So I want to ask that can I fill post graduation form as a fresh PG student this year

Yes, ofcourse you can take admission freshly it doesn't matter in studies that you have dropped a year. You want to start again with a fresh mind this is what matters because your willpower will only make you successful.

You just need to fill the application form either offline or online and wait for the cut-off lists or wait for the entrance examination performance and then get an admission. The minimum score and the admission process vary from college to college which you can check before applying.
