Yes, you can definitely go for CISCO certification in the field of Networking even though you are from Telecommunication branch of engineering without any field experience. Since you do not have any experience and not acquainted with the fundamentals of the field, so it is better you do the beginner level certification of CISCO which is CCNA. Later on you can go for more advanced level courses.
