Transfer from Class 9th CBSE to Class 10th State board or NIOS
Is there any retest that can be conducted to a 9th failed CBSE student for promotion to class 10th on request ? or for a class 9th student who secured pass marks (just pass) can able to change to State board or NIOS board? which will be the good option...

There will be no direct admission in std 10th in state board or NIOS board.
Candidates are eligible to get admission only in std 9th. So, not eligible to take admission in std 10th. |

Yes, you can. Many students shift from ICSE to CBSE and CBSE to State boards every year. Students are totally allowed to do that.
