Hello sir, I want to study MS in Computer Science from USA. As we know that engineering colleges as well as certificates are approved by All India Council of Technical Education. Is my certificate valid to study at USA?

Yes, definitely the certificate which is approved by All India Council for Technical Education (AICTE) is valid to study MS in Computer Science in US universities.
