If you have completed Masters degree in Technology or Engineering in CS or related subject then you are applicable for PHD course in CS .

OR

If you have completed Masters degree in CS or IT related subject then you are applicable for PHD Degree.But you must have NET/GATE or related exams.

OR

If you have completed B-Tech Degree and GATE score then you are applicable for PHD course .

Every institute want some percentage criteria , if your masters degree have above 55% then you are applicable for PHD course .

There is no age criteria for applying candidate .

Every institute conduct their own entrance exam .After written test they conduct personal interview .

So if once qualify in last round then you are eligible for registered in PHD Course.Only full time candidate get scholarship .
