Eligibility criteria for diploma in Special Education through distance mode:
1) A candidate must have completed 10+2 with 50% marks from a recognized board.
2) Candidate should have at least 2 years of teaching experience.

Since you have 2 years of teaching experience, you might be eligible for Diploma in Special Education only if you also have 50% marks in 10+2.
