I was discontinued my study on final year on diploma then two years gap if I can join another collage in diploma?

No there is no issue ,College provided accurate TC and certificates ,when you will take admission in another college 12th TC and 12th marksheets with certificate is mandatory apart from that you need 10th certificate at the time of joing any college.

Yes, You can do that. You need to get your TC from your previous college then you can start as a fresh joiner in a new college.

Yes, definately you can join another college after discontinuing diploma ,to get admission in diploma course you need to appear in the diploma entrance exam.
