You can apply for the Educational Loan for the course that you want to study.
You need to make sure that you provide the Letter of Admission to the Bank as a document.
You need to provide a guarantor for the Loan amount if you cannot show anything as a security.
You need to provide the IT Return of the guarantor.
If you can provide all these documents then there is a high chance of getting your Loan sanctioned.
So follow the above steps and your problems will be solved.

No, one cannot apply for educational loan by keeping academic certificates as security.

The banks generally demands for any security equal to the amount of loan or any third person guarantee.

You can also keep security as any third person guarantee.

Generally, the banks offer an educational loan upto RS.4.5 lacs without any security. But above this amount one must keep collateral security.
Do you have any question? or have anything to say?
