Can I apply if haven't got Inspire Scholarship last year being a B.Sc 2nd year student?

Myself Biswanath Maharana I could not get Inspire scholarship though I was eligible, due to link problem. can I apply the same next time as I got promotion to 2nd year batch in B.Sc..... kindly answer me |

I am Siya sharma, I am eligible for inspire scholarship but I don't get it in first year, what I fill form again in 2nd year please suggest. Me

sir i am student of bsc 2nd year I was late to submit application for inspire sochlarship then what I can do
