Yes it is possible. Many distance learning universities including IGNOU and Dr. Babasaheb Ambedkar Open University and a few other open universities offer a special course by the name of Bachelor Preparatory Programme (BPP). The Bachelors Preparatory programme is launched for educating the adults deprived of 10+2 qualification and aspiring for further studies and Bachelors degree like BA and BCom

IGNOU Website says that the Bachelor Preparatory Programme(BPP) is offered by the university to those students who wish to do bachelors degree of IGNOU but do not have the essential qualification of having passed 10+2.

In the absence of such a qualifying certificate the students are deprived of Higher Education to enable students to enter higher education stream it now has designs proprietary program this is enabling program of University but is not equivalent to 10 + 2.

Yes. After completing the ITI course, you are eligible to get admission in BE. Because the ITI course is equivalent to the class 12 exam.

The eligibility criteria generally vary from college to college and state to state. Theoretically, it is possible to get admission in an engineering degree course even with 40% to 45% marks at 10+2 level.
