after diploma we take admissions in b. tech civil engg...please tell me if i can tke

Yes you can.
You can apply for lateral entry in engineering institutes which put the candidate directly into second year. BUt generally to apply for B.Tech in Civil Engg, you need to have a diploma in the same, i.e, Civil Engineering.

Almost every college in India offering BTech degrees offers lateral entry programmes.

first condition is you have passed a diploma in same branch i.e.civil engineering.
every year all engineering college after completing a counseling of state PET. offer to diploma and B.SE student for lateral entry for B.E./B.TECH 2nd year directly but you should passed with maximum percentage in final year.
so.here time has come please see news paper and college website they are invited shortly for lateral entry.
