yes of course you are eligible to apply Tnpsc exams.the basic eligibility criteria to apply Tnpsc are as follows

1.candidate age should above 21 and not mere 35

2.should have completed under graduation(for group1 and group2) from any of the UGC recognized university and 10Th standard is the education eligibility criteria for group4(vao)

3.should read and write Tamil
