B.Tech degree from Karnataka State open university will serve the purpose of promotion in M.P. state electricity board?


I have passed three year diploma in civil engineering and working as a Junior Engineer in M.P.State Electricity Board.B.E or B.Tech degree is necessary for my next promotion.I want to know that whether the B.Tech Degree of Karnataka State open university will be valid for this purpose or not.Further,can I take admission for M.Tech. in any other university on the basis of this degree ?
