Yes he can eligible to write that exam.
The International Olympiad of Mathematics, a test of competence and proficiency in Mathematics, is held annually at the national and international levels based on syllabus prescribed by CBSE/ICSE and the State Boards. Apart from syllabus, a part of test paper is based on mental ability and reasoning. Detailed syllabus is provided along with this Information Booklet at this website. A student between class 1st to 12th can participate in iOM through his/her school only.
The Registration Forms, Information Brochure etc. containing all relevant information pertaining to iOM’12 is being sent to the school in India and Abroad.
If your School did not receive the Registration Forms and other details for iOM you are requested to send your School Name, Complete School Address Contact person’s details, Name of the Sr. Mathematics Teacher in the School along with Phone Numbers to [email protected] so that the necessary action can be taken immediately.
HOD Mathematics/School Coordinator may enroll their students online, however, School Registration Forms Etc. should be sent to the foundation's office in Delhi before the last date of registration.

The actual test paper has 35 questions. Time allowed : 60 minutes. There are 3 sections: 10 questions in section I, 15 in section II and 10 in section III.

Section – I :Logical Reasoning, Section – II : Mathematical Reasoning & Section – III : Everyday Mathematics

Syllabus
Numerals and Number Name, Number Sense (3 digit numbers), Money, Measurement of Length (conversions), Weight, Time and Temperature, Calendar, Point, Line and Plane Figures, Problems Based on Figures, Patterns, Series Completion, Find Odd Numeral Out, Geometrical Shapes.

for Class 3
