Yes definitely you are eligible to apply for NET Examination since for NET/SET you need to have " Post graduation " from the recognized university.

And also you must complete Master's degree from the recognized university with minimum 55% of marks. And there is a relaxation for reserved candidates about 5% of marks.

Final year candidates can also eligible to apply for NET/SET. For Ph.D candidates there is a relaxation about 5% of marks.

NET is the National Eligibility Test. University Grants Commission conducts this exam in the June and December respectively. SET is the State Eligibility Test.

A candidate must have passed the master's degree with 55% marks or more to apply for the exam. Final year candidates can also apply for the exam. But as you will complete third semester in June 2016, you can not apply for the December NET 2015 or June 2016 NET exam.

You will be eligible for December 2016 NET exam

Yes you can apply for UGC NET while you are appearing for the final semester examinations of your post graduation. NET is conducted twice a year. ie in June and December. Test will be on Objective question basis. There would be three papers. The notifications announcing the June and December examinations are published in the months of March and September respectively in the weekly journal of nation-wide circulation, viz, Employment News. You can apply at that time on verifying the notification.
