Can I apply for the post of diploma trainee after completing Polytechnic Diploma in Civil Engineering with 69.69%?

I have complete my polytechnic diploma in civil engineering with 69.69%,can i apply for the post in diploma trainee ?

because minimum requirement is 70%,so plz reply me quickly,

i completed mecanical diloploma can i apply for ntpc
