HI, recently I under went a laser treatment. So, under this circumstances am I eligible to become Captain of a ship? What are the standard health requirements to become a Captain of a private or government ship?

Yes if your treatment is completed and now if you are all recovered from your problem then you do not have to worry. Then you are absolutely eligible.
You have to be medically fit at the time of recruitment, your past illnesses or treatments won't be any issue in your recruitment provided you are fit at the time of recruitment.
