Ph.d Degree after 'dual Degree' in Civil Engineering

Yes! You can directly pursue your Ph.d after completion of your Dual Degree in Civil Engineering. Because the Minimum Qualification for a Ph.d Degree is that:

"The Candidate must have completed his/her Masters' Degree from any Recognized University"

Since you are Currently Pursuing your B.Tech as well as your M.Tech (Which is a Masters' Degree) simultaneously, You are very Much Eligible to have Your Doctorate Degree (Ph.d).
