How to get into Structural Ph.D program after enrolling in 5 year B.Tech and M.Tech dual degree course in Electronics and communication engineering at NIT Rourkela

I am currently enrolled in a 5-year B.Tech and M.Tech Dual Degree course in Electronics & Comm. Engg. at NIT, Rourkela. I want to get into a structural PhD program at any German university. I want to know whether my M.Tech degree would be considered sufficient or do I again have to spend a year pursuing M.Sc or something of that sort? Please tell me if I can get admitted for PhD directly. Thank You

Do you have any question? or have anything to say?
