You may get good Government Engineering college having 10,000 Rank in UPTU.
But please specify branch of Engineering you wants to go for. There are so many branches under Engineering course and Cut-off marks also varies according to same.

Some of the Engineering college which you can get on 10,000 rank are as below :

1- Agra Engineering College, Agra
2- IETC, Lucknou.
3- HBTI, Kanpur
4- KNIT, Sultanpur
5- BIET, Jhanshi
6- MMM, Gorakhpur
7- Board of Technical Education, Lucknou
8- Chandra Shekhar Azad University, Nawabganj

But seats will only be allocated on the basis of choice of your branches and on the basis of Caste. 27% Seats in government colleges are reserved for OBC candidates and 14 % for SC/ST candidates. And this reservation policy will help you a-lot in getting any good college.
