No you are not eligible to get a government college after scoring 32299 state rank and 1699 SC rank

So you can apply in private college for admission in CSE branche.

Yes.You are eligible for CSE in government engineering college with merit rank 1699 in SC category. If you belongs to SC category , then you will get admission in computer science engineering.
