Yes, you can join diploma second year directly after completing your two years fitter course in ITI.

Any candidates who have completed their two years ITI (Industrial Training Institute) course from any field can get admission into relative branch of diploma course.

There is separate admission process for this admission. Just go and ask admission committee of colleges where you want to get admission.
