which college can i expect if my rank is 30,000 and can i expect ECE group with this rank?

please do mention your caste and about which exam and which university you are talking about .
Considering eamcet exam for your rank you can get a seat under ece in good colleges.
you can get seat in colleges like mallareddy, cmr group of institutions,mlr institutions ,aurora institutions and many more.

Yes, you can expect a seat in engineering college on the basis of qualifying entrance examination.

However, the most important thing you should remember is that together with your rank in entrance examination your class 12 aggregate marks are also very important. It plays a crucial part in making you eligible to get admission. Your Physics, Chemistry and Mathematics (PCM) marks will matter the most while taking admission in colleges offering Electronics and Computer Engineering. In Physics, Chemistry and Mathematics (PCM) your aggregate percentage should not be less than 65%.

You are expecting a seat on the basis of your rank, though you haven't mentioned the name of the entrance examination. A lot depend on it, because the numbers of candidates appearing in AIEEE, GATE, JEE, CET etc entrance examination are not the same and institution give importance and preference to candidates on the basis of the entrance examination you have qualified.
