Yes, you can definitely apply for the post of Sub-Inspector while pursing your post graduation. Graduation is the main criterion to apply for Sub-Inspector post. Graduation can be secured in any particular subject area. You should not be below 21 years of age to attend the PSC exam for SI post. The selection will on the basis of written examination. If you qualify in written exam, you will be called for Physical test and personal interview. The final selection for this post will be based on your performance in the physical same.
