There are various recognized Universities offering Masters of Science [MSc] through distance mode. To be eligible one must have passed the bachelors degree program in science stream from a recognized University.
Following are the list of University which offers MSc program and are approved by University Grant Commission [UGC] and Distance Education Council[DEC]:

Osmania University
Annamalai University
Bangalore University
Kakatia University

For detail information one must refer to the nearest study center of the above given Universities.

As far as the next part of the question is concerned, regarding the valuation of the degree through distance mode, all the above mentioned universities are well recognized and the degree obtained from it gets equal valuation to any other regular degree program on all India level if not more.
