I am shraddha completed pg in microbiology & want to do phd in environmental mb please enlist offering all phd in environmental microbiology colleges/ institutes in india

I am a microbiologist(Graduation & Post Graduation In Microbiology) and do have 3.7 years experience in environmental testing laboratory. I want to know how to get in for PhD abroad without TOEFL and GRE which are quite expensive ? Which all universities offer the desired course and how much approximately is the PhD expense ? In India where all I can get PhD done in Part Time ?

sir i am in fourth semester.. i didnt get my result yet, because of my university.. because of that i am unable to apply in projects for the post of project assistant and j.r.f. i dont know what i have to do?
