At uptu2012 if one gets 38500 rank in gen category what colleges should one expect admission into with computer science as the branch of choice?

There are various colleges/universities you can apply in for admission.
UPTU is a name of a University and not an entrance examination. However, at the moment UPTU conduct State Level Entrance Examination U.P-S.E.E for admission to various programs affiliated to UPTU.

You are eligible enough to apply for admission. Moreover, UPTU covers the affiliation of colleges/institutions/universities of the entire state of Uttar Pradesh. You would certainly be lucky enough to get in one of them.
