For Assistant Locopilot in Railways, you must satisfy the following eligibility criteria:

>>Candidate must have done diploma from a recognized institute. It means that the institute must be approved by the All India Council for Technical Education.

Since your institute is not approved by the AICTE, you are not eligible for the Assistant Locopilot in Railways. Distance diploma also needs to be approved by the All India council for Technical education for higher studies and government jobs.
