i have qualified 12 but not the eamcet can i still get admission in b.tech under minority councelling

my son studied I to IV in ANDHRAPRADESH , V to VIII CLASS in Tamilnadu [CBSE] IX toXII class in ANDHRAPRADESH .IS he LOCAL IN AP?

my son studied VIII to X in jeddah saudi arabia and XI-XII in hyderabad, is he consider as local and can get admission in engineering collages as local
