For summer training in IBM company or any other, you actually need a source. Source means anyone whom you know and He/She working in that company as an employer so that they can pass your resume. Otherwise, its really very difficult to get permission for training. Very less company allows for that as they simply cant leak their information to any student.
Else, you can personally meet HR of that company and take a letter from your college for the permission of doing training in company.

Dear friend,
As this 6 or 4 weeks summer training in any company is part of your academic curriculum.so, every engineering student have to do it.
You need to write a request letter to do training in IBM company and get no objection letter from your college and submit it to the HR of company.
They will select the candidate as per their requirements and reply you for training. Also you need to pay the some small amount of money to the company.
Its better if you have any contact in company, then you send your letter through them.
