How to do MS in electrical engineering or VLSI? Will I get admission in top universities?


I got 90% in 10th standard and 92% in 12th standard CBSE board exams. I got 72% in B.Tech. I secured 307 in GRE and 99 in TOFEL. I want to do MS in Electrical engineering or VLSI. Will I get admission in top universities. Kindly suggest me the list of top universities to which I can apply, based on my marks.
Also let me know the approximate term fees per year and Will I get any aid for doing MS in Electrical Engineering or VLSI.

my son has completed his B.E in electrical and electronics with 8.76 CGPA.Will he get admission in good universities in usa?will he get scholarship?.
