if i get admission in delhi in 11 (science) class after 12 i have also an option of cet test in ip or dce collage,,,where as i get admission in up(uttar pradesh) are in up collages also have i get 85% qtota ???

Yes, you will be eligible to get admission in Uttar Pradesh after 12th from Delhi but there will be no 85% reservation for you to get admission.

So, to get admission you have to appear and qualify in entrance examination conducted by various institutes.
