No a computer science student cant give IES examIES exam only for some core branches.SO you are not eligible for the IES exam.
Only some branch student can give IES exam

ES exam tests your knowledge in your chosen engineering stream. As you may know IES exam is conducted in four engineering streams - electrical, electronics, civil and mechanical. There are three sections in IES written exam - which has first section looking at your general aptitude, second section has objective type questions on your chosen engineering stream and third section is a more subjective type detailed questions on your subject. This would require a more broad level preparation for the exam, as it requires deep understanding of various subject areas with in the engineering stream. You could refer to all your engineering text books as well as there are materials given by coaching centers like Brilliant and IES academy, which could be used for preparing for the IES exam. As this exam has both objective and subjective type questions you need to know good practice and sound knowledge to prepare for the exams. In addition to the written exam, there is a personality test also.

HI!
After passing B.Tech in computer science then you are not eligible for Indian Engineering Services(I.E.S).

I.E.S exam conducted by U.P.S.C once in a year.

The candidate must pass engineering in following stream:-
1.Civil Engineering
2.Electrical Engineering
3.Mechanical engineering.
4.Electronics and Communication Engineering.

The age limit for I.E.S exam 21-30 year.
For ST/SC candidate 21-35 year.
