i did b.com in 2003..now i want to study LLB..my percentage was 44%..what is procedure to get admisson

Yes surely you can apply for a Law course after completing your B.Com.
The course will be of 3 years duration and you need to apply for an entrance examination for getting admission into the course. There is CLAT (Common Law Admission Test) for this 3 years Law course after Graduation. Your age should be below 30 years then only you can apply for this course. The entrance will be an Objective type paper and you have to perform well in it to get the best college.
