Income limits for open female candidates for Non-Creamy Layer

I am open female married candidate. I am working in state government. I applied for another MPSC exam. For drawing NCL certificate whose income is considered either parents or spouse. Is self income considered or not? please guide with references.

1. Those who are working in state government are not eligible for non creamy layer reservation benefits.

2. As per present stats, the income limit for dividing creamy and non creamy layer among OBC is 8 lacs per annum.

All females are same. Why non creamy layer certificate is required? Because if family income per annul is more than 8 lac then that female remains female only. I think for female 30%, all females should considered.
