One year pre sea course is only for mechanical enng student can an electrical student apply for the same?????????

I completed my BE in Electrical & Electronics Engineering, am i eligible to study one year course in marine engineering. If so what is the procedure and qualification to join. Also give me details about the south indian colleges offering this course.
