yes, you can join in marine engineering after finishing diploma in mechanical engineering.
you should write entrance exams in some specialized institutes .some of them are,
1.Amity university
2.Indian Maritime University

you can write entrance exams in top universities like,
1.Amity University(chennai)
2.Indian Maritime University(IMU).
